Despite being an emphasized policy, CDC further explained that hand hygiene target is not always met. For instance, “of 2020, 2.3 billion people lacked basic hygiene services (handwashing facility with soap and water), and 1.6 billion people had access to handwashing facilities that lacked water or soap.” 30% of people worldwide are not using even basic hand hygiene services.

Target Audience
Hand hygiene is a requirement for all primary healthcare stakeholders, particularly care providers and most healthcare practitioners. This evidence-based guideline tells when and how care providers should wash their hands while dealing with patients. Should they fail to comply with these guidelines, they pose a high risk of contracting some infectious diseases and spreading them to healthcare practitioners and patients, particularly healthcare-associated infections (HCAIs) infections. As such, the guideline is needed to help mitigate the spread of infectious diseases and maintain good health.
2a) Professional or Legal Standards of Hand Hygiene
According to hand hygiene guidelines, healthcare personnel should sanitize their hands with alcohol-based hand rub or wash with soap and water. This should be done right before touching a patient, before performing an aseptic task or handling invasive medical devices, before moving to a clean body site when shifting from a soiled body site, after touching a patient or the patient’s immediate environment, after contact with blood, body fluids, or contaminated surfaces, and immediately after glove removal (Centers for Disease Control and Prevention, 2022). People mostly prefer alcohol-based hand rub to soap and water because it is convenient and more effective, thereby giving better compliance.
Healthcare personnel is required to comply with hand hygiene as recommended by the Centers for Disease Control and Prevention (CDC). Hand hygiene for a visibly soiled hand should include both soap and water. Healthcare facilities should ensure supplies needed for compliance with hand hygiene are available and readily accessible in all areas where patient care is being delivered (Centers for Disease Control and Prevention, 2022).
