1. Choose a Town:

· Select a small town in North/East Texas with a population of fewer than 8000 residents. Provide a brief overview of the town, including its location, population, and any notable characteristics.

2. Forming the Collaborative Planning Team:

· Describe the process for forming a collaborative planning team.

· Identify the types of stakeholders who should be involved in the planning team. Consider including:

· Business owners and local industry representatives

6. Plan Preparation, Review, and Approval:

· Describe the process for formally approving the plan and communicating it to the community.

7. Plan Implementation and Maintenance:
